Inovasi, yaitu semangat untuk membuat segala-sesuatunya bernilai lebih baik dan berkelanjutan, pada dasarnya adalah strategi transformatif oleh negara-negara berkembang dalam meningkatkan daya saingnya. Konsep "Triple Helix", memiliki tiga kondisi dasar sebagai berikut:
- Perguruan tinggi /lembaga litbang memiliki peran untuk menghasilkan inovasi-inovasi teknologi. Pada suatu masyarakat berbasis pengetahuan di negara-negara berkembang, posisi mereka adalah sederajat dengan entitas industri dan pemerintah;
- Ketiga kalangan tersebut – akademik, bisnis, pemerintah – mendapatkan motivasi untuk meningkatkan dinamika dan daya kesinambungan ekonomi...
